India’s Supreme Court has ordered the release of one of the convicts
involved in the 1991 murder of former prime minister Rajiv Gandhi.
AG Perarivalan was in jail for over 30 years. In 1998, he was
sentenced to death, but it was later commuted.

Arrested at 19, Perarivalan was convicted for procuring batteries that
were used in the bomb to kill Gandhi.  Gandhi was assassinated by a female suicide bomber as he addressed an election rally in Tamil Nadu state.

Gandhi’s killing was widely seen as retaliation for his having sent
Indian peacekeepers to Sri Lanka in 1987 when he was prime minister.

Perarivalan was a member of the Liberation Tigers of Tamil Eelam
(LTTE), a rebel group fighting for a separate Tamil state in Sri
Lanka. The rebels were finally defeated by Sri Lankan troops in 2009.

On Wednesday, a three-judge bench of the Supreme Court invoked a
section of the Indian Constitution that grants it extraordinary powers
“for doing complete justice in any cause” to release Perarivalan, one
of the seven convicts in the case, considering that he had been in
jail for over 30 years.

Over the years, governments in Tamil Nadu state had asked for
Perarivalan and the other convicts to be released.

In 2000, the state governor had commuted the death sentence of Nalini,
a female convict in the case, and in 2014, the Supreme Court had
commuted the death sentences of all the others on account of an
11-year delay in deciding their mercy petitions.

While admiring the resilience shown by the Sri Lankan people, the
United Nations says it stands with Sri Lanka and hopes for a peaceful
recovery from the current crisis.

On behalf of the Secretary-General and the United Nations Country Team
in Sri Lanka, Hanaa Singer-Hamdy, UN Resident Coordinator in Sri Lanka
wished all those celebrating Vesak.
“Hatred is, indeed, never appeased by hatred in this world. It is
appeased only by loving-kindness.” As Sri Lanka and the world journey
through these troubled times, may this teaching of the Buddha from the
Dhammapada guide you.

His message of compassion, tolerance, and respect for one another are
true today as they were over 2500 years ago.

Acknowledging the contributions of Buddhism to the world, an eminent
Sri Lankan the then Foreign Minister Lakshman Kadirgamar, brought a
proposal to the United Nations General Assembly to make the Buddhist
holy day an International Observance Day. Vesak was thus declared a
Day of Observance by a General Assembly Resolution in 1999. Today the
United Nations stands with Sri Lanka, we admire the resilience shown
by her people, and are hopeful of a peaceful recovery from the current
crisis.

It is only with compassion, and purity of intent, that present
challenges can be overcome. “Not to do evil, to cultivate merit, to
purify one’s mind – this is the Teaching of the Buddhas” Hamdy in a
message said.

අයත් පාරම්පරික නිවස ගිනිතබා විනාශ කළ බවට වාර්තා පළවූ නමුත් සත්‍ය ලෙසම ගිනි තබා ඇත්තේ රාජපක්ෂ පවුලට සම්බන්ධ කෙනෙකුගේ වෙනත් නිවසක් බවටත් වාර්ථා වෙයි.

දරුවන්ගේ ආරක්ෂාව ග්‍රාමීය මට්ටමින් ශක්තිමත් කළ යුතු බව ජනාධිපති ගෝඨාභය රාජපක්ෂ මැතිතුමා අවධාරණය කරයි.

ළමා මෙහෙකාර සේවය පිළිබඳ අනාවරණය වී ඇති තොරතුරු වලට අනුව ඉන් ඉහළ ප්‍රතිශතයක් වතු ආශ්‍රිත දරුවන්ය. මේ තත්ත්වය වළක්වා ගැනීමට අවශ්‍ය බලතල ග්‍රාම නිලධාරී වසම් මට්ටමින් ක්‍රියාත්මක විය යුතු බව ජනාධිපතිතුමා පෙන්වා දෙයි. වතු ආශ්‍රිත පවුල්වල තොරතුරු ග්‍රාම නිලධාරීන් සතුය. යම් නිවසක දරුවෙකු නොමැති බවට ලැබෙන තොරතුරු මත ඒ පිළිබඳව කඩිනමින් ක්‍රියාත්මක වී ළමා මෙහෙකාර සේවය නැවැත්වීමට පියවර ගත යුතු බව ජනාධිපතිතුමා පැවසීය.

ජාතික ළමා ආරක්ෂක අධිකාරිය හා රේඛීය ආයතන සමග අද (05) පෙරවරුවේ ජනාධිපති කාර්යාලයේ දී පැවති සාකච්ඡාවේ දී ජනාධිපතිතුමා මේ බව සඳහන් කළේය.

ළමා හා කාන්තා සංවර්ධනය සඳහා “සෞභාග්‍යයේ දැක්ම” ප්‍රතිපත්ති ප්‍රකාශයෙන් විශේෂ අවධානය යොමු කර තිබේ. එය යථාර්තයක් බවට පත් කරගැනීමට වෙනම රාජ්‍ය අමාත්‍යාංශයක් ද ස්ථාපිත කෙරිණ.

ළමා හා කාන්තා හිංසනයන් වැළැක්වීමට රාජ්‍ය අමාත්‍යාංශය ගෙනයන වැඩපිළිවෙළ ඇගයීමට ලක්කළ ජනාධිපතිතුමා වෙනත් රටවල ළමා සංවර්ධනය සඳහා කර ඇති පර්යේෂණය අධ්‍යයනය කර, නාගරිකව හා ග්‍රාමීයව එම ක්‍රමවේදයන් ක්‍රියාත්මක කිරීමට ඇති හැකියාව පෙන්වා දුන්නේය.

අනිවාර්යය කර ඇති පෙර පාසල්, පාසල් හා දහම් පාසල් අධ්‍යාපනයට සියලු දරුවන් යොමු කරවීමත්, ළමුන් පාසල් නොයැවීමට හේතු සොයා ඊට පිළියම් යෙදීමත් ළමා ආරක්ෂක අධිකාරිය සතු ප්‍රධාන වගකීමක් බව ජනාධිපතිතුමා සඳහන් කළේය. සියලු ආගම්වලට අයත් ළමුන් දහම් පාසල් වෙත යොමු කිරීමෙන් ලැබෙන අධ්‍යාත්මික ගුණ වගාව තුළින් දරුවන් හා දෙමාපියන් අතර සම්බන්ධය ශක්තිමත් කළ හැකි බව ජනාධිපතිතුමා විසින් පෙන්වා දෙනු ලැබිණ.

මත්ද්‍රව්‍යයන්ට ඇබ්බැහි වී ඇති දරුවන් ඉන් මුදා ගත යුතු අතර ඊට සමගාමීව ඔවුන් ඒ සඳහා පෙළඹීමට බලපෑ සාධක අධ්‍යයනය කර පිළියම් දීමේ අවශ්‍යතාව රාජපක්ෂ මැතිතුමා අවධාරණය කළේය.

සේවා ස්ථාන වශයෙන් ගෙන කාන්තා හිංසනය පිළිබඳව දැනුවත් කිරීම, මව්වරුන් විදේශගත පවුල්වල දරුවන් පිළිබඳ විශේෂ සැලකිල්ලට ලක්කිරීම, හිංසනයට ලක්විය හැකි බවට සැක සහිත පවුල්වල දරුවන් පිළිබඳ පෙර හඳුනාගැනීමේ අවශ්‍යතාව ජනාධිපතිතුමා පෙන්වා දුන්නේය.

“සෞභාග්‍යයේ දැක්ම” ප්‍රකාරව ජාතික ළමා ආරක්ෂක ප්‍රතිපත්තිය එළිදැක්වීමට අවශ්‍ය සියලු කටයුතු නිම වෙමින් පවතින බව කාන්තා හා ළමා සංවර්ධන, පෙර පාසල් හා ප්‍රාථමික අධ්‍යාපන, පාසල් යටිතල පහසුකම් හා අධ්‍යාපන රාජ්‍ය අමාත්‍ය පියල් නිශාන්ත මහතා පැවසීය.

පාර්ලිමේන්තු මන්ත්‍රී රිෂාඩ් බදියුදීන් මහතාගේ නිවසේ දී පිළිස්සීමට ලක් වී මිය ගිය දැරිය වෙනුවෙන් නිවසක් ඉදිකර දීමට හා පවුලේ ආර්ථික තත්ත්වය නඟා සිටුවීමටත්, සහෝදරියන් දෙදෙනෙකුට ස්වයං රැකියා අවස්ථා උදාකර දීමට අවශ්‍ය පියවර ගෙන ඇති බව පියල් නිශාන්ත මහතා සඳහන් කළේය.

ළමා හා ස්ත්‍රී අපයෝජන වැළැක්වීමට ගෙන ඇති ක්‍රියාමාර්ග, ඒ හා සම්බන්ධ අධිකරණ කටයුතු කඩිනම් කිරීමට ගෙන ඇති පියවර පිළිබඳව  ද අමාත්‍යවරයා විසින් පෙන්වා දෙනු ලැබිණ.

ළමා ආරක්ෂක අධිකාරිය හා රේඛීය ආයතනවල කාර්ය සාධනය පිළිබඳව ජනාධිපතිතුමා දැනුවත් කරනු ලැබීය.

ජනාධිපති ලේකම් පී.බී. ජයසුන්දර, රාජ්‍ය අමාත්‍යාංශයේ ලේකම් කේ.එම්.එස්.ඩී. ජයසේකර, ජාතික ළමා ආරක්ෂක අධිකාරියේ සභාපති මහාචාර්ය මුදිත විදානපතිරණ යන මහත්ම මහත්මීහු සහ අදාළ ආයතනවල අධ්‍යක්ෂ මණ්ඩල සාමාජිකයෝ ඇතුළු නිලධාරීහු පිරිසක් මේ අවස්ථාවට එක්ව සිටියහ.

A newly accredited Ambassador and High Commissioner to Sri Lanka presented their credentials to President Gotabaya Rajapaksa at the President’s House in Colombo this morning (22).

Mr Michael Edward Appleton and Mr Andres Marcelo Garrido have been appointed as the New Zealand High Commissioner to Sri Lanka and Ambassador of the Republic of Cuba to Sri Lanka respectively.

The New Zealand High Commission based in India has been coordinating Sri Lankan affairs until today. Mr Michael Edward Appleton said he was pleased to be the first High Commissioner to the newly established New Zealand High Commission in Sri Lanka, further expanding diplomatic relations between the two countries.

President Rajapaksa commended Cuba for its support to Sri Lanka at the United Nations General Assembly. The two new envoys assured the President that they would commit themselves to further develop their long-standing relations between Sri Lanka and their countries in new fields.

The President briefed the new envoys on the action taken as a government since the beginning of the COVID-19 pandemic and the progress of the vaccination drive. The President explained the need for all countries to work together to face climate changes, and the plans that have been taken for this purpose as a country under a formal plan by setting up a Task Force. The President also pointed out the move towards the use of organic fertilizers and the steps taken to fulfill a higher percentage of the country’s energy needs from renewable energy sources by 2030.

President Rajapaksa pointed out to the envoys that the massive development projects launched in the North and East at the end of the humanitarian operation could be witnessed and understood by visiting those areas.

Foreign Minister Dinesh Gunawardena, Secretary to President P.B. Jayasundera, Foreign Secretary Admiral Jayanath Colombage, and Director General of the President’s Media Division Sudewa Hettiarachchi were also present.

The United States donated 500,000 Rapid Diagnostic Tests (RDTs) as part of its commitment to support Sri Lanka’s fight against COVID-19.

These tests, worth 300 million Sri Lankan rupees (USD 1.5 million), were delivered to the Sri Lanka Ministry of Health through the United States Government’s development arm, the U.S. Agency for International Development (USAID).  These RDTs come in addition to over 1.5 million Moderna vaccines the American people donated to Sri Lanka on Friday, July 16.

“By enabling rapid detection of the virus, these tests donated by the American people will save lives and protect public health in Sri Lanka,” said USAID Mission Director to Sri Lanka and the Maldives, Reed Aeschliman. “This donation builds on previous U.S. support to the Sri Lankan government’s pandemic response and reflects our strong, long-standing partnership.”

These antigen-detecting rapid diagnostic tests directly detect the presence of the COVID-19 virus. The tests are simple to use and enable fast, decentralized access to direct testing. They do not require additional equipment or specialized laboratory access, which helps achieve high testing coverage.

The United States has worked closely with Sri Lanka since the outset of the pandemic to protect public health, providing over $8 million in emergency supplies and critical services, plus an in-kind donation of 200 ventilators and over 1.5 million Moderna vaccines. This assistance has reached millions of people in all 25 districts and nine provinces of Sri Lanka to control the spread of COVID-19, address the urgent health needs of the Sri Lankan people, mitigate the pandemic’s negative economic impacts, and ultimately save lives.

USAID’s COVID-19 support builds on decades of public health investments and is one component of the longstanding partnership between the American and Sri Lankan people. USAID’s program in Sri Lanka, totalling more than 350 billion LKR ($2 billion) since 1961, promotes a healthy, educated, and employed population.
