Parliament dissolved – General Election on April 25

Sri Lanka Parliament was dissolved midnight yesterday (02) as per the extraordinary gazette notification 2165/8 signed by President Gotabaya Rajapaksa. Accordingly the general election is likely to fall on April 25, 2020. Nominations are expected to be accepted from 12th-19th March, 2020. The new Parliament shall be meeting on May 14, 2020.

The gazette notification dated March 2, 2020 said,

“KNOW YE that by virtue of the powers vested in me by Article 70 of the Constitution of the Democratic Socialist Republic of Sri Lanka to be read with Sub-paragraph (c) of Paragraph (2) of Article 33 of the Constitution of theDemocratic Socialist Republic of Sri Lanka and in pursuance of the Provisions of Section 10 of the Parliamentary Elections Act, No. 1 of 1981, I, Gotabaya Rajapaksa, President of the Democratic Socialist Republic of Sri Lanka, doby this Proclamation

-(a) Dissolve Parliament, with effect from midnight today and summon the new Parliament to meet on the Fourteenth day of May, Two Thousand and Twenty ;

(b) Fix Twenty Fifth day of April, Two Thousand and Twenty as the date for the election of Members ofParliament ;

(c) Specify the period beginning on the Twelfth day of March, Two Thousand and Twenty and ending at TwelveNoon of the Nineteenth day of March, Two Thousand and Twenty as the nomination period, during whichnomination papers shall be received by the Returning Officers ; and

(d) Specify each place mentioned in Column II of the Schedule hereto as the place of nomination for candidatesseeking election in the electoral district mentioned in the corresponding entry in Column I of that Schedule

Speaker to release 19 phone recordings of Ranjan

The Speaker has informed Parliament that 19 telephone recordings of United National Party MP Ranjan Ramanayake would be edited and provided to members of Parliament.
Speaker Karu Jayasuriya made the statement when opening today’s (18) Parliament session this afternoon.
MP Ranjan Ramanayake was arrested by the Criminal Investigations Department (CID) earlier this month for committing a crime in terms of Article 111C (2) of the Constitution by interfering with the functions of judges.
Ramanayake was found to have interfered with the functions of judges after a series of telephone conversations with some prominent figures in the country, including former Director of the Criminal Investigation Department (CID) Shani Abeysekera were leaked to the media.
The Colombo Crimes Division launched investigations into the matter and seized from Ramanayake’s residence in Madiwela a number of CDs containing the telephone conversations he had recorded with various individuals.
Some telephone conversations were found to be related to on- going investigations conducted either by the Criminal Investigations Department (CID), Financial Crimes Investigation Division (FCID) or the Bribery Commission.
MP Ramanayake defended his actions stating that the telephone conversations were recorded as part of his efforts to curb corruption and apprehend criminals.
He is currently remanded till February 26, after being produced before the Nugegoda Magistrate’s Court.

Udayanga Weeratunga admitted to Prison Hospital

Sri Lanka’s former Ambassador to Russia Udayanga Weeratunga, who was arrested and remanded yesterday, has been admitted to the prison hospital.
He had reportedly complained of a chest pain and was admitted to the prison hospital.
Weeratunga was arrested by the Criminal Investigations Department (CID) at the Bandaranaike International Airport yesterday, was produced before a Magistrate and remanded till 17 February.
Weeratunga was detained after arriving in Sri Lanka from Muscat, Oman and was questioned by the CID.
He was later produced before the Fort Magistrate who ordered that he be remanded.Weeratunga was wanted on charges of money laundering in the MiG 27 aircraft deal.
A warrant for his arrest was issued on 20 October 2016 and Interpol had also issued a red notice on him.
He has been in the UAE since 2018 and a case was filed seeking his extradition to Sri Lanka to face charges over his involvement in the 2006 purchase of four MiG 27 aircraft for the Sri Lanka Air Force.

වැඩ බලන සෞඛ්‍ය සේවා අධ්‍යක්ෂ ජෙනරාල් වෛද්‍ය ලක්ෂ්මන් ගම්ලත් පැවසුවේ මෙම සිසුන්ගෙන් මේ දක්වා කිසිදු කොරෝනා රෝග ලක්ෂණයක් පෙන්නුම් කර නොමැති බවයි.

EU contradicts Minister on GSP Plus continuation for Sri Lanka

The European Union (EU) today insisted that the continuation of the GSP Plus trade concession for Sri Lanka is not automatic.
The Government had said yesterday that the EU assured Sri Lanka it will continue to enjoy the GSP Plus trade concession till 2023.
Minister of Industrial Exports and Investment Promotion, Tourism and Aviation Prasanna Ranatunga said that the assurance was given at a discussion he had with an EU delegation in Colombo.
However, the EU office in Colombo tweeted today saying GSP+ is not automatic and that it is granted only if there is continued and effective implementation of 27 international conventions, related to human and labour rights, environment and good governance.
The EU office in Colombo said that the EU monitors this implementation closely

රන්ජන් අත්අඩංගුවට

පාර්ලිමේන්තු මන්ත්‍රි රන්ජන රාමණායක මිට සුළු මොහොතකට පෙර පොලිසිය විසින් අත්අඩංගුවට ගෙන තිබෙනවා. ඒ බලපත්‍ර අලුත් නොකරන ලද ගිනි අවියක් ළඟ තබා ගැනීම සහ පතොරම් 127ක් ළඟ තබා ගැනීමේ චෝදනාව මතයි.

මන්ත්‍රිවරයා සතුව තිබු ගිනි අවිය සඳහා අවසන් වරට බලපත්‍රය ලබාගෙන ඇත්තේ 2016 වසරේදී බවයි පොලිසිය සිදුකළ විමර්ශනයේදී හෙළිවී ඇත්තේ.

මෙම ගිනි අවිය සහ පතොරම් වලට අමතරව රන්ජන් රාමණායක මන්ත්‍රිවරයාගේ නිවසේ තිබී සැකකටයුතු ලේඛණ කිහිපයක්, CD තැටි කිහිපයක්, දෘඩ තැටි තුනක් සහ පරිගණක දෙකක් පොලිසිය විසින් සිය භාරයට ගෙන තිබෙනවා.

ජේෂ්ඨ පොලිස් නිලධාරියෙක් සඳහන් කලේ රන්ජන් රාමණායක මන්ත්‍රිවරයා ගෙන් අද දිනයේදී ප්‍රකාශ සටහන් කර ගැනීමෙන් අනතුරුව හෙට (05) දිනයේදී නුගේගොඩ මහේස්ත්‍රාත් අධිකරණය හමුවට ඉදිරිපත් කිරීමට කටයුතු කරන බවයි.

ඔහු අද ඇප මත මුදා හැරුණේ කොළඹ මහේස්ත්‍රාත් අධිකරණයේ නියෝගයකට අනුවයි. රුපියල් ලක්ෂ 05 බැගින් වූ ශරීර ඇප 02 ක් මෙහිදී හිටපු අමාත්‍යවරයා වෙනුවෙන් නියම කෙරුණා. ඔහුට විදෙස් ගමන් තහනමක් ද පැනවූනු අතර ඔහුගේ ගුවන් ගමන් බලපත්‍රය අධිකරණය භාරයට ගැනීමටයි වැඩිදුරටත් නියෝග කෙරුණේ.

Swiss Embassy employee released on bail

A Swiss Embassy employee who was arrested and remanded after she claimed she was kidnapped and released, was granted bail today.

The employee was arrested on 16 December the grounds of falsifying evidence.

The local employee was produced before a Magistrate and remanded till today.

The Criminal Investigations Department had been instructed to name and arrest the Swiss embassy employee and produce her before courts for falsifying evidence

Trump impeached in historic vote by sharply divided House

Donald Trump became the third sitting president in U.S. history to be impeached, as the House of Representatives approved on Wednesday the first of two charges against him: that he abused the power of his office by pressuring Ukraine to interfere in the 2020 election on his behalf.

The House approved the first article of impeachment, charging the president with abuse of power, by a vote of 230 to 197 at 8:34 p.m. after a daylong debate. Of the 233 Democrats, 228 voted in favor, along with the House’s one Independent. Two Democrats opposed the measure. No Republicans voted in favor.
