97 intelligence reports on National Thowheed Jamath & its leader Saharan
The Supreme Court was told that 97 intelligence reports have been forwarded to the Police Chief and the Defense Secretary regarding the National Thowheed Jamath Organization and its leader Saharan Hashim.
President’s Counsel Sanjeewa Jayawardena, appearing for the Bar Association of Sri Lanka (BASL), has stated in the Supreme Court that the State Intelligence Service has forwarded 97 intelligence reports to the Inspector general of Police and the Secretary of Defense regarding the National Thowheed Jamath Organization and its leader Saharan Hashim during the period from 2016 to the day of the Easter Sunday attack.
The Counsel disclosed this when the seven-judge Supreme Court bench today considered 12 fundamental rights petitions filed against former Defense Secretary Hemasiri Fernando and IGP Pujith Jayasundera over their failure to prevent the terrorist attacks on churches and star class hotels in Colombo and Batticaloa areas, despite receiving intelligence reports prior to the attacks.
The seven judge-bench chaired by the Chief Justice Jayantha Jayasuriya comprises Supreme Court justices Buwaneka Aluvihare, Sisira de Abrew, Priyantha Jayawardena, Prasanna Jayawardena, LTB Dehideniya and Murdu Fernando.
Beginning the consideration of the petitions, President’s Counsel Sanjeewa Jayawardena presented submissions on the petition filed by the Bar Association of Sri Lanka (BASL),
An affidavit submitted to the court by the Senior Deputy Inspector General of Police Nilantha Jayawardena, who has been named as a respondent in the petition, states that there were 97 reports related to the NTJ and its leader.
President’s Counsel Jayawardene alleged that the respondents were not able to prevent the attack although the names, addresses and telephone numbers of the suspects involved in terrorist activities were given in the reports due to their gross negligence.
President’s Counsel Jayawardene stated that according to the Constitution of the country, the responsibility of ensuring national security and the safety of the people is vested with the President and the Cabinet and the President, Prime Minister or the members of the Cabinet are not allowed to wipe their hands off of the responsibility saying that they were not informed of a pending attack.
Nandana Sirimanna, a resident of Wellampitiya who lost his two children in the attack, Janath Vidanage, Sri Lanka Bar Association, Reverends Henry Marion, Ashok Stephen, Sarath Iddamalgoda and Hale Evanston Fernando Jayawardena, citizens including Nagananda Kodituwakku, Jude Perera, Nimal Kumarasiri, Ven. Agulugalle Jinananda Thero and lawyer Muditha Ekanayake who were injured in the blast at Shangri-La Hotel in Colombo have filed 12 fundamental rights petitions.
The petitioners have named Former Defense Secretary Hemasiri Fernando and the Inspector General of Police Pujith Jayasundera have been named as the respondents in the 12 Fundamental Rights petitions over the failure to prevent the terrorist attacks on churches and star class hotels in Colombo and Batticaloa areas on Easter Sunday April 21, despite receiving intelligence reports prior to the attacks.
President’s Counsel Anuja Premaratne is appearing on behalf of the former Defense Secretary Hemasiri Fernando Attorney-at-Law Viran Corea appears on behalf of IGP Pujith Jayasundara., who is on compulsory leave.
Meanwhile, President’s Counsel Shamil Perera appears on behalf of Cardinal Malcolm Ranjith, who has been named as a respondent in the fundamental rights petition filed by the Bar Association of Sri Lanka.
The seven-member judge bench will hear the petitions on September 04th, and 05th.

Presidential Election will be held between Nov 10th – December 08th
A letter to Political Party Secretaries by the National Elections Commission revealed the Presidential Election will be held between the 10th of November and 08th of December.
The letter dated the 09th of August by the National Elections Commission only reached certain political party secretaries this morning.
The letter notes, if the parties are interested in contesting the Presidential Election which will take place between the 10th of November and 08th of December, they need to inform the National Elections Commission.
The letter also contains information on Election Monitoring during the Presidential Poll.
In addition, Examinations Commissioner General Sanath Pujitha informed the National Elections Commission the G.C.E Ordinary Level Examinations are scheduled to take place between the 02nd and 12th of December.
Based on the prevailing situation, the Presidential Election would most likely take place between November 9th and December 2nd.
Extradition request on former SL Central Bank Governor Mahendran
The Attorney General has tendered an extradition request on former Sri Lanka Central Bank Governor Arjuna Mahendran to Defence and Foreign ministries for authentication and transmission to the Government of Singapore.
Mahendran is the first accused in the case filed over the Central Bank Treasury Bond Scam.
The Permanent High Court Trial-at-Bar on the 9 of August issued a warrant for the arrest of Mahendran.
The Colombo Magistrate’s Court had issued a blue notice and a red notice to the Interpol for his arrest in March.
The President Maithripala Sirisena on 6th March said he had spoken to the Prime Minister of Singapore with regard to the arrest of Mahendran who is a Singaporean national.
However, according to news reports the Singaporean government has not made an official response regarding the arrest and extradition of Mahendran to Sri Lanka in order to face charges on the bond scam.
Sri Lanka must address root causes of religious extremism: UN envoy
Sri Lanka must identify and respond to the “root causes” of religious extremism that has been used to incite violence in the country, UN Special Rapporteur on freedom of religion or belief Ahmed Shaheed said here on Monday.
Urging the state to prosecute those responsible for violence and incitement to violence, he said authorities must make efforts to “dismantle the networks of hate” and ensure that victims of hate crimes are able to access justice. Concluding his 10-day visit across the island, Mr. Shaheed told the media that the state should develop systems and mechanisms to monitor and respond to hate speech in conformity with international human rights standards.
Mr. Shaheed’s visit comes four months after the Easter terror attacks that claimed more than 250 lives in Sri Lanka. Following the serial blasts that investigating authorities have attributed to local Islamist radicals, apparently inspired by the Islamic State, mobs unleashed violent attacks on the Muslim community, sparking serious concern over escalating religious tensions in the country.
In the island’s post-war years, hardline Sinhala Buddhist groups have been repeatedly linked to incitement of violence against the Muslim community that makes up less than 10% of the population.
On the main challenges in ensuring religious freedom, the visiting UN envoy said Sri Lanka’s Muslim community faced “increased hostility”, especially after the April bombings. “Prior impunity has strengthened anti-Muslim groups,” he said, adding that “weak and un-coordinated responses” led to a rise in violence.
‘Double standards’
Commenting on religious discrimination, Mr. Shaheed said that while the Sri Lankan Constitution protects religious freedom, it declares that “Buddhism shall be given the foremost place by the State”. Interlocutors he met “frequently” told him that they feel the State was structurally unable to treat other religions on an equal basis, owing to this provision.
Further, the rapporteur also said that religious communities pointed to the State allowing Buddhist monks to erect shrines or Buddhist statues even in areas where there was little Buddhist presence. Many, the envoy said, also referred to the “double standards” in law enforcement, as seen in cases when perpetrators of violence from the majority Buddhist community, clearly identifiable in video footage, remain “unaccountable for years.”
Mr. Shaheed, who will submit his detailed report to the UN Human Rights Council in March 2020, said leaders must immediately condemn any violence targeting vulnerable communities. “Very often we find that the political leadership is on the back foot in such situations,” he said.

ආගමන විගමන දෙපාර්තමේන්තුව විසින් වීසා නිකුත් කර ඇති වීසා සංඛ්යාවට වැඩි විදෙස් ජාතිකයන් සංඛ්යාවක් මෙරට සේවය කරන බවද වාර්තාවනවා.
